לפי ה"שולחן ערוך" יש לברך
במוצאי שבת הראשונה לאחר שבע ימים שלמים אחרי המולד (שלפי הלוח
כמוכרז בבתי כנסת בברכת החודש, דהיינו 'מולד'
זה כשעתיים אחרי המולד האמצעי בימינו) ויש אומרים שמוצאי שבת זה רק למצוָה מן המובחר. וכן מנהג עדות המזרח (כולל חלק
מהתימנים). רבנו יונה, שביסס את דעתו
על הרב סעדיה גאון, פוסק שניתן לברך
שלושה ימים אחרי המולד: הגר"א מבלי לחכות למוצאי שבת ושאר רוב הפוסקים (רובם אשכנזים) אומרים במוצאי
שבת הראשון לאחר שלושה ימים. רוב הראשונים כולל הרא"ש, הרי"ף והרמב"ם פוסקים שלכתחילה
מותר לברך בראייה הראשונה של סהר הירח. וכן מנהג התימנים הבלדים כולל הדרדעים הנוהגים לפי הרב קאפח. על פי רוב הדעות
הנזכרות לעיל, מי שבירך קודם לזמן הנהוג יצא ידי חובתו בדיעבד. אולם לפי רבנו יונה
בלבד הברכה המוקדמת פסולה.
לכן התשובה היא שרק התימנים
הבלדים נוהגים לברך בראייה הראשונה של הירח.

The question arose as to whether to say Kiddush levana (the
blessing that we make to G‑d each month on the appearance of the Moon) at
the first sighting of the crescent Moon?
According the Shulchan Aruch one should make the blessing after the first Shabbat after seven day after the conjunction (according to the Hebrew calendar as announced in the synagogue in the Mevarachim prayer, i. e., the ‘conjunction’ that is currently about two hours after the mean conjunction) while there are those who say that waiting till after Shabbat is only a stringency. This is the custom of the Sephardim (including some of the Yemenites). Rabbeinu Yonah, who based his opinion on that of Rabbi Saadia Gaon, ruled that it is permitted to make the blessing three days after the conjunction: the Vilna Gaon without waiting for after Shabbat and most of the remaining authorities (mostly Ashkenazim) saying after the first Shabbat after three days. Most of the Rishonim including the Rosh, the Rif and Maimonides rule that it is permitted to make the blessing at the first visibility of the crescent Moon. This is the custom of the Baladi Yemenites including the Dardaim who follow the teachings of Rav Qafahh. According to most of the above opinions, one who makes the blessing before the customary time fulfills his obligation after the fact. However, Rabenu Yonah alone rules that an early blessing is invalid.
Therefore, the answer is that only the Baladi Yemenites make the blessing at the first sighting of the Moon.
